The Dallas Cowboys have been fairly busy during free agency, bringing in 10 new players, including through trades. However, they’ve also seen the departure of key players like Jourdan Lewis, Rico Dowdle, and DeMarcus Lawrence, with Lawrence making some fiery remarks about America’s Team as he moved to Seattle.

Their decision-making leading up to the 2025 NFL Draft has seen highs, lows, and some questionable moves. Yet, more changes are anticipated. This is according to Cowboys executive vice president Stephen Jones, who spoke to journalists on Sunday at the NFL’s yearly owner meetings. “We’re not finished yet,” Jones stated via Jon Machota of The Athletic. “There are still pending matters we’re trying to resolve.”

Despite nearly a dozen new signings, the Cowboys still have several roster gaps. While they’ve bolstered depth in areas like the defensive line, they haven’t yet filled crucial positions in the starting lineup. They still have needs at wide receiver, running back, cornerback, and linebacker. With talents like Amari Cooper, Keenan Allen, Rasul Douglas, and Asante Samuel Jr. still on the market, Dallas has options to consider.

Stephen Jones emphasizes Dallas Cowboys' need for improvement

However, fans should be cautious with Jones’ statements: earlier in the offseason, Jerry Jones expressed skepticism about using free agency to fill gaps. Stephen Jones also mentioned earlier this year that the offseason would resemble 2024 when they only brought in Royce Freeman and Eric Kendricks in March.

In other words, it seems unlikely the Cowboys will snag a veteran who can instantly step in as a starter. Instead, they might focus on enhancing the lower end of their roster depth. That said, with the number of issues on the team, perhaps the Cowboys might feel the need to make a bold move and secure a starter before the Draft. It’s the sensible choice, but are they ready to acknowledge it?
